This is the Signed original Watercolour painting by Philip Mendoza.

A very early original watercolour painting used for the cover of John Hunter's Phantom Footsteps Thriller Comics cover #20 published 7th August 1952. As with many early covers the text titles were also painted as part of the art. A truly rare piece of comic history.
