This is the original Watercolour painting by 20th Century Unattributed.

An original watercolour painting produced for a children's story book, "Punch and Toby" probably circa 1930s. By the mid 19th Century the character of Toby the Dog had taken centre stage in Punch and Judy shows.

Whereas all the other characters were puppets, Toby was frequently played by the puppeteer's own dog. Artist unknown. This is page 2.
